NYSC 2014 BATCH B STREAM 2 CAMPING

After much deliberation and supposed  misunderstanding on NYSC Batch B stream 2 camping, it is essential that you know this truth.
The information which says that corp members should report to camp on first is correct, but not complete.
Please note that officially camp opens on the 31st day of August against 1st of September which is the first day of the registration exercise.


From the former time table before the change, all corp members are to report to camp on the first day of September and register till the third day of September. But that is no longer the case, as announced by NYSC (www.nysc.gov.ng) and also explained here.
All corp member are to arrive camp only according to Geo political zone from 1st to 8th.
In our previous post we took time to explain explicitly what NYSC meant by there update and that still hold.
So many Stream 2 corpers have sent messages clamouring for camping. But the truth is that, the government actually meant well for you.
As a corp member you are government property, if you read through their material  you will see, you are to be treated specially with diverse privileges.
So NYSC in coalition with government decided to abridge/cut the orientation exercise.
The materials that you bought are not waste,as the orientation exercise is only about 10% of the service year. The bulk of activity lies in your primary assignment.

Just as explained in our previous posts, corp members are to arrive camp from 1st to 8th September according to their geopolitical zone.

It is advisable to come in the evening of a day before your date of registration.

This is because from the 31st Aug to 8th September camp will be open, and no stream 2 will be sent packing for coming earlier. But they will only attend to you on your own day.So is not a bad idea to come a day before.




There will be temporary accommodation basically for  individual who registration date falls on that day.
It is not in any way advisable to go to camp on the 1st if your Geo political zone is not registering on that day.
What then is the essence of seamless exercise
The maximum day you can spend in camp is two days.
Registration lasts only for an hour
Collect your kits and head for your primary assignment.
Don't forget to come with your bank details, sort code inclusive.
Your allowance for the month of August will be completely paid.
Other information that you need will be given to you in the course of your primary assignment.
There will be redeployment especially for those posted to threatened area.
Other forms of redeployment should come with evidence

This is the resolution of NYSC through its  management .
Though many are many might not be happy with it, but is for the betterment of everyone

UNDERSTANDING ATM CARD WITHDRAWAL AND N65 DEDUCTION
The Central Bank of Nigeria has said its directive to Deposit Money Banks to re-introduce a charge, of N65 per transaction, on remote-on-us Automated Teller Machines cash withdrawals will not affect its financial inclusion campaign.
The Director, Banking and Payment System Department, CBN, Mr. Dipo Fatokun, said this on Thursday 21st
Remote-on-us ATM transactions are transactions done by a cardholder on another bank’s ATM.
Fatokun, in a statement by the CBN, explained that prior to the amendments in December 2012, it used to be N100 on any remote-on-us withdrawal.
But he said the N100 was removed then so that people would be encouraged to go to other banks’ ATMs.
He said, “But the truth is that, as we said in the circular, of the N100, N35 goes to the payment bank, which has now been completely waived. But in going to other ATMs to make withdrawals, your bank, which is the acquirer bank, incurs a cost of N65 which they pay to the switches and the owner of the ATM that you are using.
“Between 2012 and recently when the review was done, it was discovered that people have actually turned ATMs into their personally purses because nothing is charged. Somebody needs N500 or N1, 000, he will go to an ATM to withdraw, such that in a day, some people can patronise ATMs up to five times,” he said.
He said the development had led to huge cost burden for the banks that issued the cards.
This, he said, was the major reason the central bank decided that even though remote-on-us transactions would still be encouraged, a customer could go to other banks’ ATMs and withdraw up to three times and there would not be any charge.
But the customer will be charged N65 when he makes the fourth withdrawal.
“Of course, if you go to the ATM of your bank, you are free to withdraw as much as you like. So, it does not discourage financial inclusion,” Fatokun argued.
The policy takes effect from September 1, 2014.
The central bank had explained that it took the latest decision as a result of the unintended consequences on banks.
It had said the earlier arrangement had resulted in substantial cost burden incurred by banks in defraying the cost for the service.
According to the CBN, the re-introduction of the fee was also to cover the remuneration of the switches, ATM monitoring and fit-notes processing by acquiring banks.
The CBN had on Wednesday said banks might be forced to reject Automated Teller Machine transactions other than theirs if customers failed to accept the N65 ATM service charge it recently re-introduced.
However, the central bank had come under severe criticism over the reintroduction of the ATM charge last week, two years after it abolished the N100 fee per withdrawal on third-party ATMs.
The Director of Corporate Communications, CBN, Mr. Ibrahim Mu’azu, had explained that the new charge would help the banks to keep more ATMs serviceable across the country, thereby making banking more convenient for customers.

Please note that the following facts about the N65 ATM charge
1. Cash withdrawal at the ATMs of a customer’s bank is free
2. The first three transactions in a month by the customer of another bank are FREE for the card holder but PAID FOR by the issuing bank
3. The N65 charge only applies when a customer withdraws cash from another bank’s ATM. The N65
starts to apply from the 4th transaction at another banks’ ATM in a month.
4. The ATM charge is not intended to discourage financial inclusion
5. Charging of fees on interbank networks is a widely acceptable practice globally
6. The CBN will not endorse any anti-customer policy
7. ATMs are deployed to ensure that customers enjoy banking convenience.

A little illustration:
• As a Cardholder in any Nigerian Bank say (First bank), it is free every time you withdraw on a (First Bank) ATM.
• If you withdraw on another bank’s ATM it is free the first 3 times every month.
• From the 4th time in a month you withdraw from another bank’s ATM, there is a N65.00 fee.

PROCEDURE FOR NYSC BATCH C ONLINE REGISTRATION

NYSC 2014 BATCH ‘C’ ONLINE REGISTRATION OF LOCAL AND FOREIGN-TRAINED NIGERIAN PROSPECTIVE CORPS MEMBERS AND PRINTING OF CALL-UP LETTERS

*. The Management of NYSC wishes to inform the general public and Nigerian graduates (both foreign and locally trained) in particular, that with effect from 2014 Batch ‘C’ mobilisation exercise, mobilisation processes will be online.

*.All Prospective Corps Members are required to register online at the NYSC portal, www.nysc.org.ng or portal.nysc.gov.ng or go to www.nysc.gov.ng to link the portal.

Please note that information on accredited registration centres nationwide is available on the home page www.nysc.org.ng.

*.All graduates from Nigerian Universities, Polytechnics/Monotechnics and those affiliated to them (whether full-time or part-time) are expected to carry out their biometric-enabled online registration using their Matriculation Numbers and JAMB Registration Numbers.
Also, those for Revalidation (i.e. prospective corps members who were mobilized earlier but for one reason or the other could not report for the orientation course) must equally register online.

*.All prospective corps members are to register online. Those who wish to get their Call-up numbers by SMS/email and subsequently print their Call-up letters online are to pay the sum of Four Thousand Naira (₦4,000.00) using any Bank’s Automated Teller Machine (ATM) Cards or the PIN Vending option from any bank in Nigeria.

*.The feature allows them to print and reprint their call-up letters online in case of loss of call-up letters and also facilitates accelerated camp processing at the Orientation camps.

*.However, those who wish to collect their call-up letters from their Institution need not pay the Four Thousand Naira (₦4,000.00) after the online registration. Meanwhile, members of the public should know that with effect from 2015 Batch ‘A’ all prospective Corps members have to print their Call-up letters online.

*.The online registration for NYSC 2014 Batch ‘C’ service will commence on the 20th August 2014 and end on 12th October 2014.

After the post by on NYSC website, dated the 19th September 2014 many still don't really understand it. Information for living have received so many mails requesting for the explanation. As we have always done, we will try to explain to you statement by statement.

DATES FOR REGISTRATION OF PROSPECTIVE CORPS MEMBERS FOR 2014 BATCH 'B' ABRIDGED ORIENTATION COURSE

1.In consideration of the presidential pronouncement that all schools should not reopen at this time of national health emergency, the abridged version of the 2014 Batch 'B' orientation course is scheduled to commence from 1st to 8th September, 2014.

Explanation: The national health emergency as we all know is the sudden entrance of deadly Ebola Virus in the country. Against this backdrop NYSC abridged (that is cut short) the normal three weeks exercise to only hold for 8days (this is the general day the whole process will take) however each individual have there own days.

2.
Prospective corps members deployed to the affected states scheduled for the exercise are to report at the designated orientation camps reflected in their Call-Up Letters for registration.

EXPLANATION: individuals posted to Adamawa, Yobe, Osun, Gombe, Jigawa, Bauchi, Bornu , Kano and Lagos stream 2, are to report to the camps indicated in there call up letter. The only exception here is kano that has kano camp in there own call up letter but will report to Kogi

3.
In order to ensure seamless exercise, prospective corps members are advised to report on the dates indicated in the time table presented hereunder. The grouping is in accordance with the geo-political zones where the corps members come from.

Explanation: This means in other to ensure uninterrupted exercise, prospective corp members are advised to come only in the time indicated in there call up letter.
However, since the place is a camp just like normal NYSC temporary accomdation might be given to those that comes from a very far distance. Is obvious there won't be parade.

There are six geopolitical zones in Nigeria they include:
*.SOUTH EAST ------------------Anambra, Enugu, Ebonyi, Imo and Abia states.
*.SOUTH SOUTH ----------------Edo, Delta, Rivers, Bayelsa, Cross-River and Akwa-Ibom states
*.SOUTH WEST ------------------Lagos, Ogun, Oyo, Osun, Ondo and Ekiti states
*.NORTH CENTRAL ---------------Kwara, Kogi, Plateau, Nassarawa, Benue, Niger and F.C.T
*.NORTH EAST -------------------Taraba, Adamawa, Borno, Yobe, Bauchi and Gombe states
*.NORTH WEST -----------------Sokoto, Zamfara, Kebbi, Kaduna, Katsina, Kano and Jigawa states.

Individuals from each of the states above should locate there geopolitical zone and know the date they are expected in camp.

Explanation you go to the place with your normal bank details.
To get your sort code kindly go to your bank where you opened the account.
During PPA your place of  deployment will open another one for you, or they will continue with your personal own.

.Prospective Corps members are to equally note that the registration process will not take more than one hour.
Thereafter, they are to collect their kits and proceed immediately to their states of deployment or relocation as the case may be for the completion of the remaining formalities.

Explanation:
You are not spending more than an hour for the exercise.
After collection of kits you transport to the place of PPA. If not come prepared.
Basically, come with what can carry you for 1 week, so that if move direct to your ppa, you can make arrangements in 3days. Then return home for full preparation. For those that want to redeploy simply indicate interest there. That is what relocation means. If you have marriage certificate or medical report you come with it. General redeployment will be done according to Geo-political zone. But to those that indicated interest

NYSC PRESS RELEASE; DG's Abuja visit

ABUJA— NATIONAL Youth Service Corps, NYSC, weekend, debunked a media report that the orientation course for prospective corps members deployed to crisis-prone states has been suspended due to the outbreak of Ebola Virus Disease, EVD.
The scheme urged prospective corps members to ignore the report, saying orientation course for corps members deployed to Bauchi, Gombe, Adamawa, Jigawa, Yobe and Borno states was still on course.
A statement by the NYSC Director of Press and Public Relation, Mrs Olubunmi Aderibigbe, described the report as misleading, asking corps members to report to their various camps for proper documentation.The statement read:  “The attention of the NYSC Management has been drawn to a news report aired onAIT to the effect that the orientation course for prospective corps members deployed to Bauchi, Gombe, Adamawa, Jigawa, Yobe and Borno states has been suspended due to the outbreak of Ebola Virus Disease.

The Direct Words Of NYSC Director general in kubwa camp;

Our last post informed us on the DG's word in Delta camp, in Kubwa Abuja camp he advised;
Members of the National Youth Service Corps ( NYSC ) deployed to the Federal Capial Territory for the service year have been told to be mindful of the information they post on social media sites , in view of the implications , especially during job recruitment exercises.

Director - General of the NYSC , Brig. Gen. Johnson Olawumni , who gave the advice while addressing the corps members at the orientation camp in Kubwa , said suchinformation was being monitored by prospective employers and might be a determining factor in securing employment .“ You will soon start attending interviews at the end of your service . By the time your name is Googled during such exercise, the information on your wall will determine the outcome of the interview , ” he said .He also urged them to justify the huge resources being invested in the programme by government by reciprocating through contributing their quota to nation building and being patriotic and positive about the nation .On the spread of the Ebola disease , the NYSC helmsman assured corps members across the country of their safety and security, insisting that the disease would not disrupt the exercise as precautionary measures have been put in place to contain the spread of the disease .“ Our care for your security does not end only when you are on camp . Even in your places of primary assignment , we are keeping tabs on you . Our hope is that just as your parents released you to us completely , we are also going to release you to your parents complete at the end of the service year, ” he said .

In summary, NYSC will not make any changes without properly disseminating the information.

Report from Leadership has it that
The National Youth Service Corps (NYSC) has stated as false reports aired on a national television station that the orientation course for prospective corps members deployed to Bauchi, Gombe, Adamawa, Jigawa, Yobe and Borno States has been suspended due to the outbreak of Ebola Virus Disease.
In a press release signed by its management yesterday, the scheme explained that the orientation course for Stream II was suspended due to the federal government’s pronouncement that all schools currently on vacation should remain closed to avert the spread of the Ebola Virus Disease.
It therefore stated that the report aired was misleading and capable of causing fear and panic among residents of the states mentioned.
‘’For the purpose of putting the record straight, management of the NYSC took a decision in July2014 to shift the venues of orientation course for seven states; namely, Bauchi Gombe, Jigawa, Borno, Yobe Adamawa and Kano, to other states due to security challenges and the fears of parents whose wards are to be mobilised.
Therefore the orientation course in these seven states and that of Osun as well as additional corps members for Lagos State was planned to hold from 1st to 22nd September, 2014 under Stream II of the 2014 Batch ‘B’,’’ it said.

Please understand these things from the words of the DG.
Firstly on NYSC Director general Visit To ISELUKU DELTAThe NYSC boss, who spoke after inspecting the Delta State Orientation Camp at Issele-Uku in Aniocha North Local Government Area of the state, described as “pragmatic” the above approach to issues concerning the welfare of corps members nationwide.He assured corps members of their safety even in the Boko Haram infested states of the federation.He said: “The scheme is in partnership with state governments across the country.“There is an integrated framework geared towards ensuring the safety of corps members throughout the service year.”According to Olawumi, the NYSC Directorate Headquarters operates a 24-hour distress call centre, with numbers already given to corps members.While he urged the corps members to avail themselves of the opportunity provided, he explained that the closest security agency to the place of the distressed call would be contacted for speedy response.Congratulating the Batch ‘B’ corps members who were recently sworn-in, Olawumi urged them to utilize the opportunity of the NYSC Skills Acquisition and Entrepreneurship Development Programme to acquire various skills in order to be self-employed after the service year.He also announced that the Batch ‘B’ corps members would participate in the 2015 general elections.Earlier, the NYSC Coordinator in the state, Olive Essien Etukudo, said 2,844 corps members comprising 1,367 males and 1,477 females were registered for the 2014 batch ‘B’ Orientation Course

On a another visit, to Abuja.
The director general basically charged them on codes of conduct. He mentioned them being careful onwhat they post online and other crucial advice. The NYSC Director general never mentioned suspension in any to corp members undergoing orientation.
However, AIT said on a 'suppose personal' interview with the DG they gathered that
"The National Youth Service Corps (NYSC) has announced the suspension of scheduled stream two orientation programme of the 2014 Batch ‘B’ Orientation in six states billed to start on Monday September 1 due to the dreaded Ebola virus disease in the country.Youth Corpers."
But please understand:
General Review NYSC stream 2
Dear NYSC Batch B 2014 stream 2 Corpers; Do not panic

For NYSC stream 2 Corpers, please do not panic much you will all be going in September. Even if NYSC has plans of making any adjustment it will be properly broadcasted, and also in there website not on a personal media interview alone.
Let me explain a little,
To start with; please discard any rumor that says NYSC orientation for stream 2 have been canceled. Currently, NYSC is laising with the state government on strategies to establish in camp so as to curb/halt the proliferation of Ebola virus.
NYSC seeks a situation where each corp member is properly screened before they get into the  orientation ground. But this will not happen with the speed of light.

'Coming to think of it as an individual, one can infer that It is easier for states like Lagos and Osun because the corp member involved will be undergoing there PPA and CDS in the same state. But for states like Adamawa, Borno, Yobe, Jigawa, Gombe and Bauchi the corp members will be camping in Niger, Nassarawa, FCT, Kaduna, Benue,Plateau respectively;  as explained in our previous post' . (possibly AIT thought this way to arrive at there new). Though the DG might have mentioned something similar; but we can't state here since it was an personal interview between them and the DG.
It is possible that the DG have that in mind too, but this have not been made it public.
So we can liken it that the suppose suspension is an incentive to trigger  the government to intervene, as tge speed of government compliment with NYSC request will go a long way to commencing the stream 2 batch as initial proposed. As Ebola virus is a nation wide bio terror is expected that the government will turn up. Which means the stream 2 date won't be affected; even if it those just slightly but in the same month as batch C will still commence in November.
but this was however not made public or stated anywhere.

However please note
For stream 2 corpers, even though you camp in another state, you are likened to an ambassador of the original state you are posted. The military personnel to handle you officially, is the military personnel deployed to your original state of deployment.
And after your camp arrangement is made to convey you safely to your original place of deployment for primary assignment. Many have mentioned redeploying, our previous post explains that. The issue of your allowance won't be affected.

INEC: Continous Voters Registration: for new and existing participants

Earlier this year, the independent national electoral commission commenced the dissemination of permanent voters card; but up till date most  individual have not officially claimed theirs from Inec. This could be because ;

1. It has not commenced in their state, 

2.Their names where not found or 

3. An outright unwillingness to collect. 

In what looks like another development, INEC have given every individual from 18years and above (inclusive of those who just turned 18) the opportunity to enroll in the second distribution of permanent voters card; for them to freely exercise their franchise come 2015. The essence of a permanent voters card cannot be over emphasize, so is necessary you get yours as a good Nigeria that you are

The distribution of the permanent voters card, commences from the 15 and terminate on the 17th. This will take place in the following 11 states

According to the Commission, the Continuous Voters’ Registration (CVR) exercise is expected to follow immediately in the 11 states beginning from August 20 to 25.

In regards to the postponing of phase two of the programme, the Commission said new dates would be announced later for phase three involving, Katsina, Kano, Plateau, Adamawa, Borno, Kaduna, Nasarawa, Niger, Imo, Rivers, Ogun, Edo and Lagos States. He also added that only those with PVCs would be allowed to vote during the 2015 general election.

According to INEC in its daily bulletin, “Voters are expected to cross-check their names in the displayed voters’ registers. Those who registered before but do not see their names in the displayed register are to re-register during the Continuous Voters’ Registration exercise. The CVR exercise is not for those who wish to transfer. Those wishing to transfer should write to the Resident Electoral Commissioner (REC) in their new states of domicile, well before the election, as no transfer will be approved less than 30 days to the election.
“Those who have lost their cards or whose cards are damaged may apply for them to be replaced by writing to the Resident Electoral Commissioner(REC) through the INEC Electoral Officer of the local government area where they registered for their replacement well before the election.

No replacement will be approved and no new card will be issued less than 30 days to the election.

“The PVCs will be distributed at the Polling Unit (PU) level in the affected states. At the end of the polling unit level distribution which will come to an end on Sunday, August 17, uncollected PVCs will be taken to the respective local government offices of the Commission for subsequent distribution,” the commission stated.

For those in Anambra:
Collection of permanent voters card will commence on Friday 15th-Aug17 Sun
This will happen in all the 4608 polling units where the voters registered

EBOLA: SALT AND WATER . A MUST READ

DEAR friends please note that for now, there is no approved agents to prevent or treat Ebola infection beyond supportive care. Due to its ease of dissemination, high lethality, and ability to cause widespread panic, Ebola is considered among the most concerning potential bioterror agents. 

SALT, WATER AND EBOLA
Amazing how diverse rumours spread, but what actually is the corelation.
Salt and hot water can have harmful effects on your skin, and it usually depends on the individual. Though salt has an effect on platelet functionality, excess of it can be dangerous. For animals washing them with sodium chlorate and similar  detergent is essential, to ensure there good health but not to kill. For humans is necessary to wash your hands always, the issue of salt is totally off from the precautions. Please know that, Drinking water mixed wit salt increases the risk of hypertension. Secondly, Bathing hot water mixed wit salt increases dehydration. The idea if bathing and drinking hot water and salt, has no scientific backing. The DP tried to explain how the error began. But that's not our main concern. The truth is that if you are not informed you are deformed; lets try and understand disease and stop believing hear says. The fear of any thing usually kills more than the thing it self.  Please dont harm your harm yourself. CDC and WHO have summarized, all you need to know about Ebola as we have below.

Understanding EBOLA virus:
Ebola virus disease (EVD), formerly known as Ebola haemorrhagic fever, is a severe, often fatal illness in humans.
EVD outbreaks have a case fatality rate of up to 90%.EVD outbreaks occur primarily in remote villages in Central and West Africa, near tropical rainforests.
The virus is transmitted to people from wild animals and spreads in the human population through human-to-human transmission.
Fruit bats of the Pteropodidae family are considered to be the natural host of the Ebola virus.
Severely ill patients require intensive supportive care.
No licensed specific treatment or vaccine is available for use in people or animals.

BRIEF HISTORY
Ebola first appeared in 1976 in 2 simultaneous outbreaks, in Nzara, Sudan, and in Yambuku, Democratic Republic of Congo.
The latter was in a village situated near the Ebola River, from which the disease takes its name.Genus Ebolavirus is 1 of 3 members of the Filoviridaefamily (filovirus), along with genus Marburgvirus and genus Cuevavirus. Genus Ebolavirus comprises 5 distinct species:
1.Bundibugyo ebolavirus (BDBV)
2.Zaire ebolavirus (EBOV)
3.Reston ebolavirus (RESTV)
4.Sudan ebolavirus (SUDV)
5.Taï Forest ebolavirus (TAFV).

BDBV, EBOV, and SUDV have been associated with large EVD outbreaks in Africa, whereas RESTV and TAFV have not.
The RESTV species, found in Philippines and the People’s Republic of China, can infect humans, but no illness or death in humans from this species has been reported to date.

Natural host of Ebola virus

In Africa, fruit bats, particularly species of the genera Hypsignathus monstrosus, Epomops franqueti and Myonycteris torquata, are considered possible natural hosts for Ebola virus. As a result, the geographic distribution of Ebolaviruses may overlap with the range of the fruit bats.Ebola virus in animals.

Although non-human primates have been a source of infection for humans, they are not thought to be the reservoir but rather an accidental host like human beings.

Since 1994, Ebola outbreaks from the EBOV and TAFV species have been observed in chimpanzees and gorillas.
RESTV has caused severe EVD outbreaks in macaque monkeys (Macaca fascicularis) farmed in Philippines and detected in monkeys imported into the USA in 1989, 1990 and 1996, and in monkeys imported to Italy from Philippines in 1992.Since 2008, RESTV viruses have been detected during several outbreaks of a deadly disease in pigs in People’s Republic of China and Philippines.
Asymptomatic infection in pigs has been reported and experimental inoculations have shown that RESTV cannot cause disease in pigs.

HOW IS EBOLA TRANSMITTED

Because the natural reservoir of ebolaviruses has not yet been proven, the manner in which the virus first appears in a human at the start of an outbreak is unknown. However, researchers have hypothesized that the first patient becomes infected through contact with an infected animal.When an infection does occur in humans, there are several ways in which the virus can be transmitted to others. These include:*.direct contact with the blood or secretions of an infected person*.exposure to objects (such as needles) that have been contaminated with infected secretionsThe viruses that cause Ebola HF are often spread through families and friends because they come in close contact with infectious secretions when caring for ill persons.During outbreaks of Ebola HF, the disease can spread quickly within health care settings (such as a clinic or hospital). Exposure to ebolaviruses can occur in health care settings where hospital staff are not wearing appropriate protective equipment, such as masks, gowns, and gloves.Proper cleaning and disposal of instruments, such as needles and syringes, is also important. If instruments are not disposable, they must be sterilized before beingused again. Without adequate sterilization of the instruments, virus transmission can continue and amplify an outbreak.
In Africa, infection has been documented through the handling of infected chimpanzees, gorillas, fruit bats, monkeys, forest antelopeand porcupines found ill or dead or in the rainforest.
Ebola then spreads in the community through human-to-human transmission, with infection resulting from direct contact (through broken skin or mucous membranes) with the blood, secretions, organs or other bodily fluids of infected people, and indirect contact with environments contaminated with such fluids.
Burial ceremonies in which mourners have direct contact with the body of the deceased person can also play a role in the transmission of Ebola.

Men who have recovered from the disease can still transmit the virus through their semen for up to 7 weeks after recovery from illness.
Health-care workers have frequently been infected while treating patients with suspected or confirmed EVD.
This has occurred through close contact with patients when infection control precautions are not strictly practiced.
Among workers in contact with monkeys or pigs infected with Reston ebolavirus, several infections have been documented in people who were clinically asymptomatic. Thus, RESTV appears less capable of causing disease in humans than other Ebola species.However, the only available evidence available comes from healthy adult males. It would be premature to extrapolate the health effects of the virus to all population groups, such as immuno-compromised persons, persons with underlying medical conditions, pregnant women and children.
More studies of RESTV are needed before definitive conclusions can be drawn about the pathogenicity and virulence of this virus in humans.

Signs and symptoms
EVD is a severe acute viral illness often characterized by the sudden onset of fever, intense weakness, muscle pain, headache and sore throat. This is followed by vomiting, diarrhoea, rash, impaired kidney and liver function, and in some cases, both internal and external bleeding.

Some patients may experience:

*.Bleeding inside and outside of the body

Symptoms may appear anywhere from 2 to 21 days after exposure to ebolavirus though 8-10 days is most common.Some who become sick with Ebola HF are able to recover, while others do not. The reasons behind this are not yet fully understood. However, it is known that patients who die usually have not developed a significant immune response to the virus at the time of death.
Laboratory findings include low white blood cell and platelet counts and elevated liver enzymes.People are infectious as long as their blood and secretions contain the virus. Ebola virus was isolated from semen 61 days after onset of illness in a man who was infected in a laboratory.The incubation period, that is, the time interval from infection with the virus to onset of symptoms, is 2 to 21 days.

WHO IS AT RISK

In Africa, confirmed cases of Ebola HF have been reported in:*.Guinea*.Liberia*.Sierra Leone*.Democratic Republic of the Congo (DRC)*.Gabon*.South Sudan*.Ivory Coast*.Uganda*.Republic of the Congo (ROC)*.South Africa (imported), Nigeria (imported).The natural reservoir host of ebolaviruses, and the manner in which transmission of the virus to humans occurs, remain unknown. This makes risk assessment in endemic areas difficult. With the exception of several laboratory contamination cases (one in England and two in Russia), all cases of human illness or death haveoccurred in Africa; no case has been reported in the United States.During outbreaks of Ebola HF, those at highest risk include health care workers and the family and friends of an infected individual. (CDC).

Diagnosis OF EBOLA

According to CDC, Diagnosing Ebola HF in an individual who has been infected for only a few days is difficult, because the early symptoms, such as red eyes and a skin rash, are nonspecific to ebolavirus infection and are seen often in patients with more commonly occurring diseases.However, if a person has the earlysymptomsof Ebola HF and there is reason to believe that Ebola HF should be considered, the patient should be isolated and public health professionals notified.
Samples from the patient can then be collected and tested to confirm infection.Laboratory tests used in diagnosis include:

Other diseases that should be ruled out before a diagnosis ofbEVD can be made include: malaria, typhoid fever, shigellosis, cholera, leptospirosis, plague, rickettsiosis, relapsing fever, meningitis, hepatitis and otherviral haemorrhagic fevers.Ebola virus infections can be diagnosed definitively in a laboratory through several types of tests:antibody-capture enzyme-linked immunosorbent assay (ELISA) antigen detection testsserum neutralization testreverse transcriptase polymerase chain reaction (RT-PCR) assayelectron microscopyvirus isolation by cell culture.Samples from patients are an extreme biohazard risk; testing should be conducted under maximum biological containment conditions. Vaccine and treatment

According to WHO, No licensed vaccine for EVD isavailable. Several vaccines are being tested, but none are available for clinical use.
Severely ill patients require intensive supportive care.
Patients are frequently dehydrated and require oral rehydration with solutions containing electrolytes or intravenous fluids.
No specific treatment is available.
New drug therapies are being evaluated.

However, according to CDC
Standard treatment for Ebola HF is still limited to supportive therapy.
This consistsof:
*.balancing the patient’s fluids and electrolytes
*.maintaining their oxygen status and blood pressure
*.treating them for any complicating infections

Timely treatment of Ebola HF is important but challenging since the disease is difficult to diagnose clinically in the early stages of infection. Because early symptoms such as headache and fever are nonspecificto ebolaviruses, cases of Ebola HF may be initially misdiagnosed.
However, if a person has the early symptoms of Ebola HF and there is reason to believe that Ebola HF should be considered, the patient should be isolated and public health professionals notified. Supportive therapy can continue with proper protective clothing until samples from the patient are tested to confirm infection.
Experimental treatments have been tested and proven effective in animal models but has not yet been used in humans.

Prevention and control

Controlling Reston ebolavirus in domestic animals

No animal vaccine against RESTV is available.
Routine cleaning and disinfection of pig or monkey farms (with sodium hypochlorite or other detergents) should be effective in inactivating the virus.

If an outbreak is suspected, the premises should be quarantined immediately.
Culling of infected animals, with close supervision of burial or incineration of carcasses, may be necessary to reduce the risk of animal-to-human transmission.
Restricting or banning the movement of animals from infected farms to other areas can reduce the spread of the disease.

As RESTV outbreaks in pigs and monkeys have preceded human infections, the establishment of an active animal health surveillance system to detect new cases is essential in providing early warning for veterinary and human public health authorities.

Reducing the risk of Ebola infection in people

In the absence of effective treatment and a human vaccine, raising awareness of the risk factors for Ebola infection and the protective measures individuals can take is the only way to reduce human infection and death.
In Africa, during EVD outbreaks, educational public health messages for risk reduction should focus on several factors:
Reducing the risk of wildlife-to-human transmission from contact with infected fruit bats or monkeys/apes and the consumption of their raw meat.
Animals should be handled with gloves and other appropriate protective clothing. Animal products (blood and meat) should be thoroughly cooked before consumption.Reducing the risk of human-to-human transmission in the community arising from direct or close contact with infected patients, particularly with their bodilyfluids. Close physical contact with Ebola patients should be avoided.

Gloves and appropriate personal protective equipment should be worn when taking care of ill patients at home.

Regular hand washing is required after visiting patients in hospital, as well as after taking care of patients at home.

Communities affected by Ebola should inform the population about the nature of the disease and about outbreak containment measures, including burial of the dead.

People who have died from Ebola should be promptly and safely buried.

Pig farms in Africa can play a role in the amplification of infection because of the presence of fruit bats on thesefarms.
Appropriate biosecurity measures should be in place to limit transmission.

For RESTV, educational public health messages should focus on reducing the risk of pig-to-human transmission as a result of unsafe animal husbandry and slaughtering practices, and unsafe consumption of fresh blood, raw milk or animal tissue.

Gloves and other appropriate protective clothing should be worn when handling sick animals or their tissues and when slaughtering animals.

In regions where RESTV has been reported in pigs, all animal products (blood, meat and milk) should be thoroughly cooked before eating.

Controlling infection in health-care settings

Human-to-human transmission of the Ebola virus is primarily associated with direct or indirect contact with blood and body fluids.

Transmission to health-care workers has been reported when appropriate infection control measures have not been observed.

It is not always possible to identify patients with EBV early because initial symptoms may be non-specific.
For this reason, it is important that health-careworkers apply standard precautions consistently with all patients – regardless of their diagnosis – in all work practices at all times.

These include basic hand hygiene, respiratory hygiene, the use of personal protective equipment (according to the risk of splashes or other contact withinfected materials), safe injection practices and safe burial practices.

Health-care workers caring for patients with suspected or confirmed Ebola virus should apply, in addition to standard precautions, other infection control measures to avoid anyexposure to the patient’s blood and body fluids and direct unprotected contact with the possibly contaminated environment.

When in close contact (within 1 metre) of patients with EBV, health-care workers should wear face protection (a face shield or a medical mask and goggles), a clean, non-sterile long-sleeved gown, and gloves (sterile gloves for some procedures).

Laboratory workers are also at risk.
Samples taken from suspected human and animal Ebola cases for diagnosis should be handled by trained staff and processed in suitably equipped laboratories.

OFFICIAL: NYSC TO LAUNCH A MOBILE APP

The National Youth Service Corps (NYSC) is set to launch a mobile application for serving corps members.

The application will enable them to communicate and also access online content of the scheme, Director General of the scheme, Brigadier General Johnson Olawumi said at the launch in Abuja.
Brig. Gen. Olawumi said the introduction of the mobile application (app) was a tool for information dissemination that will fast track easy link between the scheme and its publics.
He said the mobile app will enable corps members communicate amongst themselves and officers of the scheme using their mobile phones.
The NYSC boss said during the 2014 batch B orientation course, the app will be made available in the online stores of Google and Blackberry for corps members to download into their phones and tablets.
The batch C corps members would be able to access their posting online, he said.
The acting director of ICT department of the scheme Joseph Abu said the mobile app “will technologically put the scheme in the pockets of corps members.
Some of the information includes the service guide, Bye laws, Security tips, health tips, distress issues, chatting platform, language lessons, and service news amongst others.”
He added that the app will equally offer that staff of the scheme the platform for adequate monitoring and feedback on any issue raised by corps members.

UNDERSTANDING NYSC: AN OVERVIEW


Even as 2014 batch B Corpers have commenced their orientation exercise, it is expedient to give a general overview of what NYSC actually is and what is expected of you. for Batch C we will be updating soon on your online reg.

The National Youth Service Year: An Over-View
Please understand that the National Youth Service Corps Year comprises of four (4) main segments in which every Corps Members must satisfactorily participate before he/she is qualified to be issued a certificate of National Service. The service year therefore comprises of:
  • Orientation Courses
  • Primary Assignment
  • Community Development Service
  • Winding – Up/Passing –out
ORIENTATION COURSE A National Youth Service Corps year starts with a 3 weeks orientation course and it is compulsory for all Nigeria graduates mobilised for national service. The course lasts for three (3) weeks and is designed to achieve the following objectives:
  • To give Corps Members a better understanding of the objectives of the NYSC Scheme and enable them internalise its ideals
  • To acquaint members with their environment in their political, cultural, social and economic setting
  • To prepare Corps members for their particular roles in the Scheme.
  • To equip them with practical social and leadership skills that will enable them meet the challenges of the service year ahead.
  • To inculcate in the Corps members the spirit of national consciousness as a basic ingredient in nation building.
  • To instil discipline in the youths.
  • To give Corps members adequate physical and mental training.
  • To imbibe them with the Spirit of collective responsibility.
To achieve the above objectives the orientation course opens with a swearing –in/opening ceremony presided over by the executive Governor of the State/FCT Minister. The oath of Allegiance and the National Pledge are administered by the Chief Judge of the State/FCT. The orientation course content involves physical training, drills, lectures on the people and tradition of the host State, professional lectures for Corps health personnel’s, lawyers, teachers and Skill acquisition training e.t.c. Corps members participate in social activities designed to create opportunities for them to interact. They participate in dance and drama competitions, Miss NYSC and Mr Macho. They also participate in inter platoon competitions on football, volleyball, table tennis, cooking and sanitation. Corps members are also trained on Man ‘O’ War activities leading to competitions on inter platoon drills and tug of war.

PRIMARY ASSIGNMENT
At the end of the orientation, Corps members are posted to their place of primary assignment. While the NYSC Management takes into consideration the areas of specialization of Corps members carrying out the posting exercise, emphasis is placed in rural posting in the areas of Agriculture, Health, Education and Infrastructure.

It is expected that Corps members should accept their posting and be agents of change contributing towards the development of their host communities.
COMMUNITY DEVELOPMENT SERVICES The Community Development Service (CDS) is aimed at harnessing the skills, creativity and innovativeness of Corps members. Corps members are expected to identified the needs of their host communities and mobilise members of their host communities to embark on the projects.

Through this programme, many Corps members were able to construct bridges, health care centres, classroom blocks, market stalls, culverts etc. they had also carried out projects like HIV sensitization, adult literacy campaign, extra-mural classes for students, road safety campaign etc. Corps members participate actively in the Millennium Development Goals (MDG) through the War Against Poverty (WAP) programme of the scheme.
WINDING –UP/PASSING-OUT At the end of the service year (usually at the 12th month) corps members are gathered in their respective zones for assessment of the service year and de briefing. It is the period when Corps members present their final clearance letters from their employers and submit same to their Zonal/Local Government Inspectors.

Parade rehearsals are conducted in readiness for the passing-out ceremony which is usually presided over by the Executive Governor of the State. During the ceremony, those with outstanding performance during the service year are given State Honours Award. For a Corps member to merit an award, he/she must be outstanding in the orientation course, primary assignment, community development service and winding –up exercise.

The World Bank said Monday 4th August 2014, that it would provide up to $200 million to Guinea, Liberia and Sierra Leone to help the West African nations contain a deadly Ebola outbreak.
World Bank president Jim Yong Kim, himself an expert on infectious diseases, said he has been monitoring the spread of the virus and was "deeply saddened" at how it was contributing to the breakdown of "already weak health systems in the three countries.""I am very worried that many more lives are at risk unless we can stop this Ebola epidemic in its tracks," Kim said.The funding will help provide medical supplies, pay medical staff and take care of other priorities to containthe epidemic and try to prevent future outbreaks, the World Bank said.The death toll from the Ebola outbreak on Monday reached 887 after 61 more fatalities were recorded, according to the World Health Organization.The World Bank made the announcement as African leaders including 35 presidents are visiting Washingtonfor a US-Africa summit.An initial estimate by the World Bank and IMF found that Guinea would lose one percentage point in Gross Domestic Product growth, dropping from 4.5 percent to 3.5 percent expansion in the year, due to the epidemic

Even as the world panic over the outbreak of the deadly Ebola virus, Temitope Joshua (popularly known as Pastor T.B Joshua), the Founder of the Synagogue Church of All Nations, has directed Ebola victims to stay in their countries.
Prophet Joshua's directive followed a plea by the officials of the Lagos State Ministry of Health and the Federal Government who visited his church, last Sunday, to seek his cooperation. The visit was said to be aimed at sensitising the church and its membership on the menace of the deadly Ebola virus.The Lagos State Commissioner for Health, Dr. Jide Idris, who led the delegation, said it was also to make sure that no victim of the virus came into the church from any of the affected countries.Idris said, “We have our strategies that we intend toshare with you. Again, we need to know the resources you have here because whether it is one or two cases, if they are allowed to get out, it is a major problem. We are here to work together on how to contain this disease.”

HOW CAN I REDEPLOY OFFICIALLY
Officially NYSC deployment is set up by the NYSC committee and students are not allowed to choose for themselves, you cannot be sent to your state of origin reason been that, the one year programme is an avenue for youths to serve their country and garner the specialised experienced needed before stepping into the labour market, it familiarise them with the employment environment.
If students are asked to pick a state a lot of things will happen as Few states will be overcrowded and Most states will have no serving corp members. Corp members will be left stranded when the few good states get occupied.
Now as a corp member who has already been deployed to a certain state and wishes to be redeployed they would have to fall into one or two of these categories:

1. If the corp. Member faces potential danger in his/her state of service:
In situations where a corp. member is posted to a state and an uprising occurs, that threatens the life of the corp Member. He or she can apply for redeployment stating reasons and how threatening the environment is. Noted however that this rule would not apply to riots and community vandalism but to national known occurrences, such as presently we have a lot of killings and blasts going on in the northern states, if peradventure a corp Member is sent to Adamawa, Bauchi, Bornu, Gombe, Jigawa,Yobe and Kano state he or she will be camping in Niger, Plateau, Nassarawa, Benue,Kaduna, Fact and possibly Kogi respectively. Please note that all these states will be joining Osun and Lagos B in September as NYSC 2014 Batch B stream B. Each corp member can easily apply for redeployment as it is a national known fact that the environment is life threatening. Information for living, while speaking to one of the state coordinators of the affected states made it clear that you can redeploy. In his word he said, 'It is as simple as ABC. Please understand that one mans food is another mans poison, with regards to that some individual who love to serve in this affected states will be conveyed to their individual states for their primary assignment. While those who applied for redeployment will be redeployed to a state that is relatively safer. Though it might not be the exact state they choose, but it will be in a state within their region of choice. So please stop murmuring or blaming yourself should you find yourself posted to these states.

2. Life threatening medical conditions:
Accidents, epidemic or terminal diseases that require frequent and special care from a specific physician can give you easy access to redeployment. If a corp Member sustains an injury or is involved in an accident that puts him/her in a critical state, such a person can be redeployed to where he would undergo special care.
In cases of terminal diseases like leukaemia, asthma etc. where the patient has a specific doctor and needs regular check-up, redeployment is allowed granted you provide and authentic doctor’s report. Please note that NYSC is officially out to approve all Doctors reports and will properly sanction any forgery.

3. Married and spouse is in a different state:
This is very common as most married women and posted to their spouse’s state of residence and in the event she was not posted there, she can apply to change of state and it will granted with evidence of marriage of course.
Married and pregnant with spouse in different state Pregnant women also get redeployed to spouse’s state of residence.
To be redeployed following the above conditions,you will need to provide the certificate of marriage,a doctor’s report that proves you are pregnant or ill and must be treated within a specific state,it will be a proven fact that the state of primary assignment is undergoing a crisis which you are facing danger. Fake Medical Reports for NYSC Redeployment To Attract Strict Sanctions

The Director General of the National Youth Service Corps, NYSC, Johnson Olawuni, has vowed to punish corps members falsifying medical reports to secure deployment to new stations.Mr. Olawuni said several medical reports submitted by corps members were found to be fake, and that subsequent certificates will undergo stringent validation, including confirmation with the respective hospitals.
Speaking in Abuja Wednesday, Mr. Olawuni, a Brigadier General, said that relocation due to security challenges in some part of Nigeria will be treated strictly.“On the case of relocation, the management will apply full weight of the law on any corps member that procures fake medical papers for the purpose of effecting relocation,” he said.“I wish to make it clear that medical papers submitted for the purpose of seeking for relocation will be subjected to thorough scrutiny and any case of forgery will be visited with commensurate punishment in line with the NYSC bye-law.”He said that a review was carried out on the documents submitted by the batch A corps members currently in camp, and many were confirmed to have been forged.“This year all the medical papers we got we have sorted them out state by state and sent them to all the secretariat and we ask them to go the hospital to find out if the papers are real, but to our greatest surprise, we found out that those hospital don’t exists and where the hospitals exist no doctor and when there are doctors , the signature was forged so we have decided that those corps members will not go unpunished and they will also be queried and asked to do labour work,” Mr. Olawumi said.Mr. Olawumi also said that corps members could also relocate from the state they were posted to, based on security reasons.“Corp members could only relocate based on health and marital grounds but now we just added security grounds. If a corps member is posted to Borno or the likes he has the right to say no I don’t want to go Borno on security grounds and we will relocate him or her to wherever he or she wants to serve,” he said.
Speaking at the media chat, the Director of Corps Mobilizations, Anthony Ani, explained how the posting of corps members to various state are made.“Our posting policy says 70 are to be posted to rural areas, while 30 are to be posted to urban areas.
In his words, Most of the postings that we do, the employers who need the services of the corps members would have written to the state coordinator and before they go to orientation camp, they collect those request and those are the request they will be looking at while they are posting,” he explained.
The NYSC Director General also announced that the Batch B orientation of prospective corps members will commerce in the first week of August with over 96,000 graduates participating
